Can I lift a disc and put it back on the same hex with Influence?

Yes, but it costs both of your moves: the disc must leave the hex (to your track or another hex) and then be placed again. This is also how you take a Discovery tile in a hex you already hold, or choose which tracks a grey square's cube goes back to.
