What do the numbers on the hex tiles mean?
The rulebook states the descending-number battle order directly; the publisher confirms each hex has a unique number.

They set the order in which battles are resolved in the Combat Phase: the highest hex number fights first and the Galactic Center (lowest number) always last. Starting sectors are otherwise identical apart from this number.
