When can Descendants of Draco claim a Discovery tile in an Ancient hex?

Only when they place an Influence Disc on a hex that has no enemy ships left. If Draco already holds the hex with a disc, they must remove the disc with an Influence action and place it again. Winning a fight alone does not give the tile.
