Any time on your own turn, including while passing and during Reactions. Each face-up ship places one cube, taken from the Population Track matching the colour of the empty square, onto a hex where you hold an Influence Disc. Enemy ships in that hex do not stop you in the Action Phase, but Ancient ships block the disc, so you cannot colonise there.
