Can I take a Discovery tile with just a ship?
The rulebook ties the tile to placing the disc.

No — you take a Discovery tile only when you place an Influence Disc on its hex. Ships alone claim nothing; some expansion hexes (Nebula, Black Hole) have special exceptions.
