What does the number in brackets after a test mean, and what if there is none?

It is the test's difficulty: your resulting effort must equal or exceed it to succeed. If no number is shown, the difficulty is 1, so a test at 0 effort fails and you can even fail it with a bad challenge card. You keep all your effort on success; nothing is subtracted for the difficulty. Difficulty X is explained on the card.
