Can I use a card or ability when I can only fulfil part of its effect?
The rulebook's Reminders say to resolve as much as possible.

Yes. Resolve as much as you can, unless the part you cannot do comes before a double-arrow (conditional) icon, in which case what follows is skipped. So you can play a card to soothe fatigue when you have none, or use one effect just to trigger another card's response.
