Do abilities that aren't tests cause fatigue from cards between me and the target?
The rulebook says non-test effects are not interactions.

No. Effects that act on a card without a test, such as exhaust abilities, Responses, Moments that move or harm a card, or Oru-style moves, are not interactions, so cards between you and the target do not fatigue you and Obstacles do not block them.
