When I discard a card for its approach icons, does its text apply?
The rulebook says you ignore everything except text about committing.

No, except for text that explicitly refers to committing the card. Its cost, response and other abilities are ignored because you did not play it. You also cannot commit a Moment's own icon to its own test.
