When exactly does a card clear when an effect fills its threshold?

Finish resolving the current rules step first, then check for cleared cards. For example, finish the whole success effect of a test, or the whole of a multi-part card, before the clear and its Clear instructions happen. Then Clear text is resolved before the card is discarded, and the card is discarded afterward only if it still has enough tokens.
