Does a challenge effect count as resolved if its condition is not met or it does nothing?

No. If none of its instructions can do anything, for example there is no valid target, it does not count as having resolved, even without a double-arrow icon. That matters for cards that react to an effect resolving. In a double-arrow effect, the part after the arrow happens only if the part before was fully done.
