Can I still use exhaust abilities, responses or contribute to tests after I have rested?
As written, yes. Resting only ends your own turns, so you can still use untimed exhaust abilities at the start or end of other Rangers' turns and play responses. Whether this is the designers' intent was debated, but that reading is the rules as written.
