During Regroup, do I pull back all Units first or act one at a time?
The rulebook states this plainly.

One at a time. Retrieve a Unit, place it on a Tableau action and resolve that action immediately before retrieving the next. A Unit still out in Eldervale can therefore be used later in the same Regroup, for example to Dwell.
