Do I have to randomize the Treasure token stacks every setup?
The rulebook makes mixing optional, and the designer's remark agrees with it.

No. The rulebook lets you mix the tokens only if you wish. The designer's intent is that stacks end up in no known order, so if they are already mixed from the last game you can use them as they are. Each stack holds three tokens of the Realm's Element.
