Only Units in adjacent Realms, moved in during the Join step. This includes players with no Units yet in the battle. A Dragon's Flight or Wizard's Teleport does not extend the range, and each player decides once, in turn order starting left of the active player. The Valkyrie is a noted exception: she can join from anywhere.
