When does the Smuggler alliance trigger, e.g. by Staban Tuek's marker or a multi-Legion move?

The Smugglers ally when any Prescience marker reaches or passes the Staban Tuek figure, and moving him down onto a marker's space also triggers it. When the move is part of Stilgar's three-Legion move, effects resolve immediately but pieces they place cannot be used in the current action, so the third Legion cannot be a new Smuggler Legion.
