When does a permanent Ban from a CHOAM, Landsraad or Guild bribe card activate, and does it move the Imperium marker?
It activates when the card is played, if the Ban is not already active, and stays active for the rest of the game. The matching Imperium marker is unaffected and keeps moving normally.
