If a card says to deploy or place an Elite, can I use a Sardaukar or Fedaykin?

No. Elite and Special Elite Units are different types. Special Elites (Sardaukar, Fedaykin) can be placed only when the effect names them, as with Arasham or Chatt the Leaper. If the specials run out, a normal Elite can be used where a card allows Elites.
