Can a card that deploys troops to a Settlement use a destroyed Settlement or an enemy one?
No. Deployment effects can only target your own intact Settlements (Harkonnen: their Settlements; Atreides: their Sietches). Once a Settlement is destroyed it no longer exists, so cards like Polar-Cap Factories do nothing there. Harkonnen cannot deploy into Sietches, nor Atreides into Harkonnen Settlements.
