Does claiming a Prescience card use an Action die or my turn?
The rulebook says a card requiring an Action costs that action; players confirm the free-action cases.

Only when the card says to spend an Action die (or an unused die): then claiming it is your whole turn's action and forfeits the die's normal effect, so you cannot combine it with another die that turn. Cards with any other requirement are claimed as a Free Action, with no die and no limit on how many free actions you take beyond the two-card cap. Examples of free actions are scouting, Guerrilla Training, detonating the Atomics and claiming die-free cards.
