How does a Carryall save a Harvester, and when can it?

Only during Desert Hazards, and only when a Wormsign would remove a Harvester: the Harkonnen remove a Carryall from a connected Air Zone instead, the Harvester stays where it is, and a Sandworm is placed. Each Carryall saves just one Harvester. Carryalls cannot stop Atreides Legions or Sandworm attacks in Action Resolution from destroying Harvesters. A saved Harvester still produces spice in the Spice Harvesting step.
