Can an Action Resolution Prescience card such as Families Flee be claimed on the Harkonnen's turn?
Two separate threads quote the 3.0 FAQ, which overturned the earlier answer.

No. Under the 3.0 FAQ, cards claimed during Action Resolution are claimed only on an Atreides turn; Families Flee to the Palmaries of the South is a Free Action taken on the Atreides turn. An earlier ruling allowed claiming it after a Harkonnen attack was declared, but the FAQ changed that.
