How does the Mahdi pick or change its target Sietch, and can a destroyed Sietch be the target?
Pick the closest Legion whose combat power beats the target Sietch's requirement. If none qualifies, retarget the nearest qualifying Sietch and repeat. A destroyed Sietch can never be the target.
