In solo mode, who chooses which Imperium markers go down when spice runs short?
The player chooses which Imperium markers fall when spice runs short. Under the latest rules, the Bans for every marker that moves down take effect. The Spacing Guild Ban hurts the Harkonnen differently in solo mode (see the rulebook's solo section).
