In Mahdi solo mode, does the Baron's special House action resolve both effects?
Yes. On a House result the Harkonnen resolve both effects of the House action, following the House action placement rules wherever you have a choice of where to place or replace Units. Where the card states the placement (for example Polar Cap Factories), Units go where the card says.
