Does a Named Leader removed from the map still count as "already in play" for Smugglers cards?
Based on forum replies; no official ruling or rulebook text settles it.

Yes. Once in play a leader stays in play on the dashboard, board or Regeneration Tank, so later Smugglers cards use their "already in play" branch.
