Who plays the extra Planning card from Rage Overcame Shaddam IV, and can it work if the Emperor cannot be placed?
The Corrino player plays it, not the House Harkonnen player. Placing the Emperor is optional, so the Sardaukar Legion's move and attack still happen; the card cannot be played if no such Legion exists.
