After moving, the Legion containing Rabban makes a second move to an adjacent Area; units can be picked up or dropped between the two moves, and the first move may use a split Legion. An Ornithopter can be used on one of the two moves only if not used on the other, and then only to cross an impassable border; it does not extend the range past adjacent. Sandriding is not allowed.
