Only in your own settlements: Sietches for the Atreides, and Harkonnen Settlements (which include Arrakeen and Carthag). A destroyed settlement no longer qualifies, and you cannot deploy into an empty Sietch as Harkonnen. Other cards and actions may place units elsewhere.
