Can a retreating Legion move into an Area that already holds that player's other units, even if it exceeds the stacking limit?
Yes — a friendly-held Area counts as free, so the Legion may retreat there. Units beyond the stacking limit are then removed. This also applies when a Family Atomics detonation forces a Legion to move.
