Can a Legion retreat into an Area that holds a Wormsign?

A Harkonnen Legion cannot, as the Area must be empty or free and without a Wormsign. An Atreides Legion can, since a token does not make an Area non-free. A token that shows Sand is already discarded before Sandworm effects, so it does not block a retreat.
