Do I have to attack an empty Settlement, and are dice rolled?
The rulebook says an undefended Settlement is won automatically without a roll.

Yes — a Settlement cannot be entered by ordinary movement even when empty; you attack it with an action, win automatically with no dice, then advance in to destroy it. With defenders inside, they add dice equal to the Settlement's rank.
