The rulebook lets the player choose how to remove casualties for each Hit.

The player taking hits chooses which figures lose them. Hits can pile onto one unit and need not be spread across the Legion. A replaced Elite can even be removed in the same round if enough hits arrive. Leaders cannot stay once their last Unit is gone; removing a Leader costs one hit.
