Which cards are Kingdom cards and which are always in the game?
The rulebook states this explicitly.

Copper, Silver, Gold, Estate, Duchy, Province, Curse and the Trash are used every game and are not Kingdom cards. Kingdom cards are the 10 piles you choose or randomize. A card's type does not decide this, which is why Gardens counts as Kingdom.
