When do I get the +Action from a card like Village or Festival: before or after its other effects?
The rulebook states this explicitly.

+Action only raises how many Actions you may play this turn; it does not make you play another one now. Finish the card's text (including draws) first, then spend the extra Action on any Action, including one you just drew. Count aloud when you hold several.
