Do I have to set aside Action cards drawn with Library, and what happens to them?
The rulebook's card description says this directly, and forum replies agree.

No. Setting aside is optional. Each Action you set aside is not in your hand, so you keep drawing until you reach 7 cards. Set-aside cards are discarded after you finish drawing and are never shuffled into a new deck mid-draw.
