Dominion
How does Library work: when do I stop drawing, and do I draw with 7+ cards in hand?
The rulebook's card description says this directly, and forum replies agree.

Library draws until you hold 7 cards in hand. The played Library is not in your hand, so it does not count. With 7 or more cards already in hand you draw nothing, and you may draw even with no Actions left.
