If a card says to gain a card costing up to X, can I gain any card?
The rulebook states gains cannot be raised with outside coins, and type limits are printed on the cards.

Yes, any card in the Supply at or under that cost unless the card restricts type. Restrictions are printed on the card, such as Mine gaining only Treasures. You cannot add coins from your hand or earlier Actions to raise the limit.
