Dominion
Is Militia an Attack card, and are all Attacks also Actions?
The rulebook's Moat text defines Attack, and the designer confirmed all base-set Attacks are Actions.

Militia is marked Action - Attack, so Moat can block it. In the base game every Attack card is also an Action. The rules define an Attack only by the word on the card's type line.
