Why does Storyteller give +$1 rather than +1 Card, and does the coin on the card count toward what it converts?

The +$1 is a power-level choice: +1 Card would be stronger, since the drawn card might be a Treasure worth more than $1. Storyteller converts all your coins, including its own +$1, into cards.
