When Smugglers gains a card, is the cost checked when your right-hand opponent gained it or when you play Smugglers?
The cost when you play Smugglers, with all cost modifiers in effect at that moment. The opponent's earlier gain only supplies the card name, so with two Bridges you may gain a Province that was bought at full price.
