If Capital is discarded at cleanup, can you spend leftover coins to pay off the debt it gives?
Yes. Capital gives you 6 Debt when you discard it from play, and you get a chance to pay debt then with any leftover coins, paying as much or as little as you choose. Any debt left over carries into your next turn.
