How does Shanty Town check your hand?

Shanty Town gives +2 Actions, then you reveal your hand and draw 2 cards only if it holds no Action cards, including Action-Victory cards such as Nobles. Resolve it fully before playing another Action. Throne Room replays it fully, and Shanty Town does not draw when an Action is in hand.
