Does Outpost stay in play if you play it on a turn when its extra turn cannot be taken?
Yes. Outpost's draw effect for the next clean-up still needs it, so it stays out until that next turn even though its extra turn is refused. Discarding happens at the same time for all cards, and this is intended.
