Does Horn of Plenty still get its second play after Crown sends me to gain a Villa in the Buy phase?

Yes. Gaining a Villa sends you back to your Action phase, but that does not interrupt Crown, which is still following its instructions to play the Treasure twice. The second Horn of Plenty play still happens, in your Action phase.
