Does Cornucopia require a recommended number of Cornucopia cards in the Kingdom, like Alchemy does?

No. Unlike Alchemy, Cornucopia has no suggested minimum, so a Kingdom with a single Cornucopia card and nine cards from other sets is perfectly fine.
