Can a Bishop and Fortress VP engine lock the game so it never ends?

Not as a rule. The designer says that a player who pulls ahead can eventually end the game, and he has never seen such a deadlock cause a problem. Some community players suggest calling it a draw if both agree the game is truly locked.
