Do I pay 3 VP to build on an edge region next to my own buildings?
Several experienced players agree; no official ruling.

No. The 3 VP is the price for placing in an empty edge region you could not otherwise reach. If the edge region is adjacent to your buildings you place there for free, and you pay (not gain) the 3 VP otherwise.
