Not as written. After all cards are played, the Active Player says the word and each player in turn explains why they chose their two cards, then everyone votes. The rulebook has no separate free-form accusation step. The No Discussion Phase variant skips even the explanations and the Active Player does not say the word. Extra table talk is a house rule.
