Why does the rulebook say not to shuffle or look at the Keyword cards?

The colour key on the cards lets you play every card on one side before flipping them, so the same keyword does not come up twice. Shuffling defeats that tracking. The scrambling on the words also stops you reading the other words when you slot a card into the screen.
